Policy and Resources Minutes December 2018.

A meeting of the Policy and Resources Committee of Heighington Parish Council was held on Monday 3rd December 2018 in the Recreation Ground, Station Road, Heighington and commenced at 19.30. There were no members of the public in attendance.

The Chairman opened the meeting by welcoming those present.

61/R/18 Apologies for absence, Declarations of Interest and Requests for Dispensations.

There were no declarations of interest and no requests for dispensations.

62/R/18 To approve the Clerk’s notes as minutes from the last meeting of the committee.

It was resolved that the Clerk’s notes from the Policy and Resources Committee Meeting of the 23rd  April and 1st October 2018 be approved at the full Council meeting on the 10th December 2018.

63/R/18 Responsible Finance Officer’s report (for information only.)

• The Council have received confirmation from the Co-operative Bank that the additional contact personnel have been approved. 

• The Council are waiting for confirmation from the Unity Trust Bank that the application for a credit card has been approved.

Planning Matters and Tree Works.

Tree work applications for members consultative comments (taking account of any correspondence received from local residents).

18/1592/TCA Longdales, Station Road, Heighington, Lincoln LN4 1QJ. T2 Acacia – reduce lateral spread of crown of property boundary 2-3m on fence side, remove several large dead branches back to live wood, prune back underlying Conifer and Elder to boundary. It was resolved to refer back to the Tree Protection Officer.

18/1594/TPO Longdales, Station Road, Heighington, Lincoln LN4 1QJ. T1 Sycamore – reduce overall height and spread of crown by 4-5m, remove smaller stem growth at the base of tree. It was resolved to refer back to the Tree Protection Officer.

18/1595/TPO 26 Kenyon Close, Heighington, Lincoln LN4 1GJ. T1 Lime – crown lift to 6m and clear boundary wall. T2 Sycamore – crown lift to 6m. It was resolved to refer back to the Tree Protection Officer.

Tree Work Decision Notices received from North Kesteven District Council.

There were no tree work applications for consideration at this meeting.

64/R/18 Decision Notices received from North Kesteven District Council.

18/1077/HOUS Erection of single storey front extension, 100 Washingborough Road, Heighington, Lincoln LN4 1QR.

This application has been approved by North Kesteven District Council.

To make recommendations in respect of the following:

65/R/18 

• Amended wording on invoices and the booking form for Jubilee Hall.

After a brief discussion, Members agreed that the wording on the revised forms required minor amendments. It was agreed to recommend to the full Council meeting on the 10th December 2018.

• Consider revised hire charges for Parish Council Facilities from April 2019.

It was agreed to refer the recommendations to full Council meeting on the 28th January 2019 due to further work being necessary to assess the potential increases revenue.

• To pursue registration of land with Land Registry.

It was resolved for the Responsible Finance Officer to make enquiries with the Land Registry and Solicitors for a quotation of costs to register the land of the Jubilee Hall and Potterhanworth Road and to finalise matters this financial year.

66/R/18 To approve expenditure of approximately £180.00 for a shredding machine and £200.00 for two office chairs. 

Members agreed to approve expenditure of £180.00 for a shredding machine and £200.00 for two office chairs and requested the Responsible Finance Officer to go ahead and order these items.

67/R/18 To make recommendations in respect of the Civic Meeting Calendar.

After a brief discussion Members noted that the Civic Calendar required minor amendments.  It was agreed to recommend the amended version to the full Council meeting on the 10th December 2018.

• Health & Safety Policy, no changes required

• Training Policy, no changes required.

• Volunteer Policy, no changes required

• Environmental Policy, minor amendments to the wording.

• Vulnerable Persons Policy, minor amendments to the wording.

It was agreed to recommend the policies for approval at the full Council meeting on the 10th December  2018.

69/R/18 To resolve to move into closed session. 

The Chairman moved that the remainder of the business is held in ‘committee’ and that the public and press be excluded there from for reason that the business to be transacted or advice tendered is that of a confidential nature. Members resolved to proceed on that basis, ‘in committee’.

70/R/18 Salaries.

Members agreed to recommend to the full Council meeting on the 28th January 2019 the National Joint Council for Local Government Services (NJC) agreement of the new pay scales for 2019-2020.

71/R/18 Staff Matters.

Members received documentation detailing the proposed salary payment dates for all Council staff. It was noted that during 2019-2020 the moving of pay dates will eventually ensure that all staff are paid monthly in arrears rather than in advance and that this would resolve current anomalies of pay amounts and ease calculation of pay due. It was proposed to recommend to the full Council meeting on the 28th January 2019.

72/R/18 To review the Council Budget and make recommendations.

Members reviewed the documentation provided and agreed that this required further work and recommended this be reviewed in the Policy and Resources meeting on the 14th January 2019.
