Recreation Advisory Forum Minutes October 2019.

A meeting of the Recreation Advisory Forum was held on Monday 21st October 2019, in Jubilee Hall, Heighington, and started at 19.30hrs.

The Chairman opened the meeting by welcoming those present and paid tribute to Councillor Brenda Webster who passed away in the summer. Councillor Webster served as a parish Councillor for over 30 years and was a great contributor to the Recreation Advisory Forum.

7/A/19 Apologies and Declarations of Interest

Apologies for absence had been received from Councillor J Dziadkiewicz, Mrs A Binns (Heighington & District Gardening Club), Mrs A Boucher (Heighington Christmas Festival Committee) and Mrs J Wain (The Friends of Garrett’s Charity).

There were no declarations of interest or dispensations sought.

8/A/19 To approve the draft notes from the last meeting of the Recreation Advisory Forum on Monday 24th June 2019

The draft notes from the meeting of Monday 24th June 2019 were agreed and approved as minutes.

9/A/19 Officer’s Report & Parish Council update

a. Summer Holiday Activities 

Children of all ages enjoyed the free summer holiday activities this year which included sporting fun days, a jewellery making workshop, a cupcake decorating session and a magic show. Attendance was high at all the events and feed back has been positive. The Parish Council would like to thank Scott and his team at Heighington SPAR for providing the refreshments at all the events. The Back-Garden Bakery and SeaStar Jewellery will be returning to Jubilee Hall this half term.

b. Staff Changes

The Parish Council would like to inform members that the former Clerk has resigned, and the office will now be Co-Clerked by Emma Salter and Janet James. 

c. Heighington Road

The road closure on Heighington Road, Canwick has now been extended until 31st January 2019. (It was originally due to open on 23rd October 2019) 

d. Jubilee Hall

The Parish Council would like to remind all regular users to put away the tables and chairs in the correct places and make sure all windows are closed and the lights are turned off after they have finished their session. 

e. Handcrafted Poppies for Remembrance

Heighington Parish Council will again be displaying the handcrafted poppies at St. Thomas’. The display will run from Friday 8th November until Friday 15th November. We would like to thank Mrs Shenton, Mrs Chantler and Mrs Campbell-Walker for their contributions to this year’s display. 

f. VE Day 

As you may be aware the Early May Bank Holiday in 2020 has been moved from Monday 4th May to Friday 8th May to mark the 75th Anniversary of VE day.

10/A/19 To discuss arrangements for a Christmas meal for the older residents of the village on Friday 6th December. 

The Christmas meal will take place on Friday 6th December in the Jubilee Hall. This year’s meal will again be provided by Good Lookin Cookin. The Co-Clerk (Operations) has secured Millfield Primary Academy Choir to sing again this year. Councillors Buckley-Jones, Chantler, Sockell, Rushby and Briscoe have agreed to help at the event with the Co-Clerks, Mrs Chantler and Mr Eyre.  Members of the forum were asked for donations of raffle prizes and the Chairman thanked Heighington Spar for their donation of wine at this event. 

11/A19 To consider a local community group to perform before the musical film screening event, to be held in January 2020.

Blueprint Film Foundation, who run the touring cinema Flix in the Stix have invited Heighington Parish Council to take part in a musical film screening of Grease, which will take place in Jubilee Hall on Saturday 11th January 2020. The plan for the event is to have a community music or dance group to open the performance. Forum members were asked for their ideas of who should perform. It was suggested that the Co-Clerk contact the Sandy Grey dance school, Branston Community Academy and the Penfold players to check their availability.

 

12/A/19 To Consider taking part in the National Village Halls week 2020

On Saturday 25th January 2020, Community Lincs and Acre (Action with communities England) are inviting community halls across England to hold a “National Open Day”. Forum members were asked to take part in this event and agreed that each group would hold a stall to promote themselves as well as the hall. The WI agreed to help with refreshments, and it was suggested that the hand-crafted poppies should displayed. The event will take place from 12.00 until 4.00 pm in the Jubilee Hall. It was also noted that the Thomas Garrett Heritage Rooms will be taking part in this event.

13/A/19 To receive information regarding the Britain in Bloom competition 2020.

The Chairman introduced Mr & Mrs How to speak to members regarding the Heighington in Bloom competition, that they hope to take part in during July 2020. Mr & Mrs How propose to install planters at three locations around the village as well as decorating the bus shelter and telephone box.  It is hoped that Millfield Primary Academy will take part in the event. Forum members were told that money had already been pledged and it is hoped that residents in the village will take part by keeping their gardens tidy.

Heighington Christmas Festival Committee

The following report was sent via email from Mrs A Boucher.

The Christmas market is set to go ahead on Sunday 1st December. It will run from 11am until 5pm. The following roads are affected:

High Street from the post office to Bells Meadow and Potterhanworth Road from Merrycock Lane to Back Lane - no waiting from 4pm Sat 30th November to 7am Sunday 1st December, road closed 7am Sunday 1st December through 8pm 1st December. Merrycock Lane leading into Station Road (up to bridge) - no waiting from 4pm sat 30th Nov to 7pm Sunday 1st Dec.

All businesses affected on High Street/Potterhanworth Road have been informed. A small amount of parking will be allowed for Spar customers only during the no waiting period. All residents will be informed early November by hand delivered letter (in addition to the notices in both October and November Sheepwash) and a second notice will be posted closer to the date as a courtesy reminder. Council will erect signage 2 weeks before event.

We appreciate the inconvenience this may cause some people, however felt this course of action would prevent some of the issues we had previously (not least maintaining the bus route). A professional traffic management company has been employed to deliver these actions.

Finally, the stall holders will this year assemble at Branston academy before travelling down to the market to unload. This will prevent road blockages. The official parking for visitors will also be at the academy, and the market committee are providing a free bus service to and from the market. Heighington Millfield will once again be the kid’s area of the market. We hope the day runs smoothly and is enjoyed by all.

HBW Football Club

The club now has over 200 members with teams ranging from 5 years old through to a men’s & ladies team. Forum members were told that the club would benefit from more flood lights at Potterhanworth Road sports field for training during the winter months. The Chairman and Co-Clerk suggested that this proposal would need consideration by the Property Services Committee and the Parish Council. The Co-Clerk agreed to arrange a meeting with the Chairman of HBW and the Chairman of the Property Services Committee to discuss further.

Heighington WI

The WI enjoyed their harvest super last week and are looking forward to providing refreshments at this year’s Christmas market. The group are hoping to decorate the bus shelter for the Heighington in bloom event. Branston WI which has been running for 102 years is now folding due to a failing committee. It is hoped that some ladies will join the Heighington group.

Heighington Wives

Numbers are struggling and the group has cancelled its January meeting due to the weather. The Ladies are looking forward to the next meeting where they will receive a talk on herbology and hold a Christmas sales table. The Wives have booked Washingborough Hall Hotel for their Christmas lunch on 3rd December. The AGM will take place in February 2020. The group would welcome new members of any age to join them.

Guiding Movement

All the groups are doing well and there are some places available at 1st Heighington Brownies on a Thursday evening in Jubilee Hall. The new programme which started in September is running well and the groups look forward to holding a stall in the Kids Zone at the Christmas market this year.

The Garrett’s Charity

The Heritage Weekend that was held in September was a great success and well attended. During the weekend the Friends of Garrett’s Charity was launched, and they now have 50 members, but more are needed. Forum members were asked to take part in a Community Buildings Survey and were told that the charity intends to raise funds to refurbish the lighting, heating and insulation in the Heritage Rooms. Lincolnshire Heritage Week 2020 will take place from 11th – 20th September with a theme of Leisure, Hobbies, Fun and Free-time. The Garrett’s Charity will also be celebrating 400 years in 2020 and it is hoped that this can be incorporated during the heritage week. Ideas for the celebration include a male voice choir concert, flower festival, heritage exhibition and a thanksgiving service. Raffle tickets are now on sale for the Christmas prize draw that will be drawn during the Christmas market on December 1st. Tickets can be obtained from the Parish Office and trustees. 

Heighington Bowls Club

The clubs league season ended with the Lincoln and City evening teams retaining their place in the respective leagues, however the Cliff and City afternoon teams were not as successful and will be playing in a lower league next season. The club has introduced several new members into the league teams, and it is hoped that the experience gained will prove to be of benefit next season. The club’s finals took place on the 7th & 8th September when 12 trophies were played off. The club held an extra doubles competition for the 18 new members that have joined over the last two years. The winner’s and runners up of this competition were each presented with their prizes, which had been donated by one of the Committee members. A raffle was held which boosted the club funds by £50.00 and a “Spider” competition was held which raised £30.00 towards sending an English team of blind bowlers to play in a national competition in Australia in 2021. The AGM was held on 23rd September and was attended by 28 members, the highest number since 1991. The club will be entering four league and cup competitions next season, which should provide in the region of 64 matches for members to play over a four-month season.

The meeting closed at approximately 20:30. Attendees were reminded that the next meeting of this forum is set for Monday 10th February, starting at 19:30 to be held in the Jubilee Hall.
