Notice is hereby given that a meeting of the Parish Council will be held on Monday 12th January 2026 at 7.00pm in the Jubilee Hall, High Street, Heighington.

15 Minute Public Participation

(Maximum 3 minutes per member of the public)

When members of the public may ask questions or make short statements to the council. A question shall not require a response at the meeting nor start a debate on the question.  The chairman may direct that a written or oral response be given. 

 

AGENDA

1. To receive and accept apologies, where valid reasons for absence have been submitted to the Clerk prior to the meeting.

2. To receive Declarations of Interest in accordance with the Localism Act 2011 and receive Requests for Dispensations.

3. To approve as a correct record the notes of the meeting held on Monday 8th December 2025 and for the Chair to sign these as the official minutes.

4. To receive reports from County and District Councillors (for information only).

5. To note the list of correspondence and meetings since the December council meeting.

 

Financial matters:

6. To approve the monthly accounts for December 2025, including List of Payments, List of Receipts, Net Position and Bank Reconciliation.

7. To note overtime worked in November and paid in December.

8. To note current reserves position.

9. To confirm the final budget proposal for 2026-27.

10. To agree the precept figure for 2026-27.

11. To review the financial information shared with council and confirm if it meets councillors’ information requirements. 

 

12. To consider whether to have the flagpole serviced.

13. To approve:

a. New Menopause Policy.

b. Updated website Accessibility Statement.

14. To review the proposed new Almond Avenue play area lease with NKDC.

15. To consider the Council’s response to further stakeholder consultation regarding amendment of the Scheme for the Garrett’s Charity.

16. To note the PAT test results, in which there were no failures.

17. To note the emergency lighting annual test results and approve remedial works required.

18. To note the 2025 litter-pick statistics and agree any actions required. 

19. To receive an update on previous actions.

20. To receive an update on chafer grubs, moles and Ragwort on council land, and groundwater levels.

 

Planning Matters and Tree Works:

21. To consider tree works applications received from NKDC for consideration (including those considered between meetings).

a. 25/1571/TCA. Notification of intended tree works in a conservation area. T1 – Large mature Sycamore tree to rear of property. T2 – Large Ash adjacent on property boundary. T3 – Small self set Holly Tree, adjacent to T1. The Willows, 36 Park Lane, Heighington.

22. To note tree decision notices from NKDC.

None received.

23. To note the planning applications received from NKDC for consideration (including those considered between meetings).

a. 25/1461/HOUS. Single storey side extension. Rhonadene, 2 Beck Lane, Heighington. Considered by Council offline between meetings – No comments.

b. 25/1530/OUT. Outline application for up to 9 dwellings with some matters reserved (means of access to be considered). Land west of Alabala, Park Lane, Heighington. 

24. To note planning decision notices from NKDC.

a. 25/1303/HOUS. Erection of 1.5 storey side extension and rear extension to form continuation of existing single-storey element. 2 Bramley Grove, Heighington. Application approved.

25. To note an update from NKDC regarding a planning Breach of Conditions.

 

26. CLOSED SESSION. To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 for the following items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

27. To consider quotes for de-stratification fans for the Jubilee Hall, to improve the hall’s heating efficiency.

28. To consider quotes for remote thermostat control for the Jubilee Hall heating system, to enable better management of the temperature for our hirers.
