June 2025 minutes
The Employment Committee meeting of Heighington Parish Council was held on Monday 2nd June 2025 at 6.30pm in the Jubilee Hall, High Street, Heighington.

There were no members of the public present.
Public Participation
There were no comments.
001/E/25 To receive and accept apologies, where valid reasons for absence have been submitted to the Clerk prior to the meeting
There were none.
002/E/25 To approve the notes of the last Employment Committee meeting held on 13th May 2024, and for these to be signed by the Employment Committee chair as the formal minutes.
It was proposed by Cllr Trafford, seconded by Cllr Watkinson and resolved to approve the minutes. These were duly signed by the committee chair.
003/E/25 To receive Declarations of Interest in accordance with the Localism Act 2011 and receive Requests for Dispensations
There were none.
004/E/25 CLOSED SESSION. To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 for the following staffing items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
It was proposed by Cllr Catlow, seconded by Cllr Trafford and resolved to move into closed session.
005/E/25 To ratify a decision made offline in January granting bereavement leave to a member of staff.
It was proposed by Cllr Watkinson, seconded by Cllr Trafford and resolved to ratify this decision.
006/E/25 To review the proposed amended job descriptions for the Clerk, as per minutes of the Employment Committee in May 2024 (minute 007/E/24).
It was proposed by Cllr Yeates, seconded by Cllr Watkinson and resolved to recommend to Full Council that the Clerk’s job description is amended as proposed, and the new job description is formally issued to the Clerk.
007/E/25 To consider feedback from a review of the probationary periods for the Cleaner and Caretaker/Handyperson and make any recommendations to council.
It was proposed by Cllr Catlow, seconded by Cllr Trafford and resolved to make a recommendation to Full Council regarding the Cleaner’s probationary period. It was proposed by Cllr Watkinson, seconded by Cllr Catlow and resolved to make a recommendation to Full Council regarding the Caretaker/Handyperson’s probationary period.
008/E/25 To receive feedback from staff appraisals and make any recommendations to council.
It was noted that the Clerk’s full appraisal was due and Cllr George will arrange (two members of the Employment Committee and the council Chair). It was proposed by Cllr Yeates, seconded by Cllr Watkinson and resolved to make recommendations to council following the appraisals.
009/E/25 To approve occasional overtime for the Caretaker in line with operational demands and subject to staff budgets.
This was proposed by Cllr Catlow, seconded by Cllr Trafford and resolved.
