April 2026 minutes

The Employment Committee meeting of Heighington Parish Council was held on Monday 13th April 2026 at 6.00pm in the Jubilee Hall, High Street, Heighington.

Councillor George (Committee Chair)

Councillor Trafford

Councillor Yeates

Councillor Watkinson

There were no members of the public present.

 

Public Participation 

There were no comments.

 

028/E/25 To receive and accept apologies, where valid reasons for absence have been submitted to the Clerk prior to the meeting

There were none.

 

029/E/25 To approve the notes of the last Employment Committee meeting held on 24th January 2026, and for these to be signed by the Employment Committee chair as the formal minutes.

It was proposed by Cllr Trafford, seconded by Cllr Yeates and resolved to approve the minutes. These were duly signed by the committee chair.

 

030/E/25 To receive Declarations of Interest in accordance with the Localism Act 2011 and receive Requests for Dispensations

There were none.

 

031/E/25 CLOSED SESSION. To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 for the following staffing items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

It was proposed by Cllr Watkinson, seconded by Cllr Yeates and resolved to move into closed session.

Cllr Catterson arrived at 6:03pm.

 

032/E/25 To receive feedback on a staffing matter.

Cllr George provided an update on a staffing matter, which was noted.

 

033/E/25 To review the Grievance Policy, with recommendations to be made to Full Council for approval.

It was proposed by Cllr Watkinson, seconded by Cllr Trafford and resolved for Cllrs George and Yeates to review the Grievance Policy, adding in more procedural details, and for this to be reviewed at the next Employment Committee meeting.

 

034/E/25 To review salaries for the Clerk and RFO and make recommendations to Full Council for approval.

It was proposed by Cllr Yeates, seconded by Cllr Watkinson and resolved for Cllrs Yeates, Catterson and Watkinson to do a comparative review of the Clerk and RFO remuneration, and for a proposal to be brought to the next Employment Committee. 

 

035/E/25 To consider a revised proposal for on call/out of hours payments (deferred from December 2025) and make recommendations to Full Council for approval.

Following discussion, it was proposed by Cllr George, seconded by Cllr Yeates and resolved that further information was required on the number and type of calls we’ve received, and any information from other councils as to how they recompense this. This information is to be fed back at the next Employment Committee for consideration.
