A meeting of the Property and Finance Committee was held on Monday 28th November 2022 at 7:00pm in the Jubilee Hall, High Street, Heighington.

There were no members of the public present.
There were no public comments or questions.
17/G/22 To receive apologies and valid reasons for absence, these having been submitted to the Clerk prior to the meeting
Apologies for absence were received from Councillors Rushby and Sowerby.
Apologies were also received from the Clerk.
18/G/22 To receive Declarations of Interest in accordance with the Localism Act 2011 and receive Requests for Dispensations
There were none.
19/G/22 To approve the draft notes on the Property & Finance Committee meeting held on Monday 23rd May 2022 and for the Chairman to sign them as the agreed minutes
These were proposed by Cllr Pattle, seconded by Cllr George, and resolved.
20/G/22 To consider the following tree applications received from NKDC:
a) 22/1580/TPO. Lime tree – crown lift by 4metres, crown clearout and reduce spread over garden area. Northwest/west/southwest elevations; T1/T2 as per order N732 Silver Birch Trees – crown lift to 6metres and reduce overall height and spread by ½ metres back to suitable points ** separate notification needs to be submitted for conservation area trees for all works included on supplication not listed above **. The Old Stackyard, Heighington, LN4 1RF.
Council had no comments.
b) 22/1600/TCA. T1 Hawthorn – prune clear of property up to 2 metres; G1 small tree group on driveway – prune round up to 1 metre. 2 The Old Stackyard, Heighington, LN4 1RF.
Council had no comments.
21/G/22 To consider a pre-consultation on a proposed rooftop installation upgrade (radio base station) at Cornerstone 11423123, Heath Farm, Sheepwash Lane, Heighington, LN4 1HT.
Council had no comments but asked the Clerk to ensure Washingborough Parish Council were aware of this as it actually falls in their parish.
22/G/22 To consider the following planning applications received form NKDC:
a) 22/1555/HOUS. Erection of a single storey rear extension. 8 Bells Meadow, Heighington, LN4 1HT
Council had no comments.
23/G/22 CLOSED SESSION. To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 for the following sensitive item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
It was proposed by Cllr Pattle, seconded by Cllr Hemlin, and resolved to move into closed session.
24/G/22 To examine the first pass draft budget for 2023/2024 and make recommendations to Full Council
The draft budget was reviewed, and it was resolved to increase the Band D equivalent by 9%.
There being no further business the meeting closed at 8:15pm.
