15 Minute Public Participation

(Maximum 3 minutes per member of the public)

When members of the public may ask questions or make short statements to the council. A question shall not require a response at the meeting nor start a debate on the question.  The chairman may direct that a written or oral response be given. 

 

AGENDA

1. To receive and accept apologies, where valid reasons for absence have been submitted to the Clerk prior to the meeting.

2. To receive Declarations of Interest in accordance with the Localism Act 2011 and receive Requests for Dispensations.

3. To approve as a correct record the notes of the meeting held on Monday 13th July 2026 and for the Chair to sign these as the official minutes.

4. To receive reports from County and District Councillors (for information only).

5. To note the list of correspondence and meetings since the July council meeting.

 

Financial matters:

6. To approve the monthly accounts for July and August 2026, including List of Payments, Summary of Receipts and Payments, and Bank Reconciliation.

7. To note overtime worked in June and paid in July, and overtime worked in July and paid in August.

8. To note the AGAR (Annual Governance and Accountability Return) external audit report for 2025-26.

9. To retrospectively approve an estimated payment of £400 net to EKM Ltd for repairs to the safety surface at the Station Road recreation ground entrance, approved by the Clerk and RFO as a Health & Safety issue, under delegated powers.

10. To retrospectively approve an additional payment of £165 net for a more intrusive structural survey of the bus shelter beams, approved by the Clerk and RFO, under delegated powers, and to increase budget line 19 (Street fixtures projects) from reserves to cover this amount.

11. To note agreement of the 2026 Local Government pay settlement, effective 1 April 2026, to be implemented as soon as possible (including backpay).

 

12. To note receipt of the finalised lease with NKDC for Almond Avenue play area, including contact details for NKDC Asset Management team, and agree next steps following the recent annual play inspection report.

13. To consider further findings and agree actions following a more intrusive structural survey of the bus shelter.

14. To consider options for the damaged guttering at Potterhanworth Road pavilion.

15. To receive feedback on phone box renovations at other councils (as per minute 088/M/26) and consider options for the phone box in Heighington.

16. To consider a request from u3a Railway Group for a lock on the door to the room used at Station Road pavilion.

17. To consider a number of requests from Heighington Cricket Club.

18. To receive an update on progress with actions following the annual play inspection (as per minute 083/M/26).

19. To consider co-option application(s) for the current vacancy.

20. To receive an update on previous actions.

21. To receive an update on chafer grubs, moles and Ragwort on council land, and groundwater levels.

 

Planning Matters and Tree Works:

22. To consider tree works applications received from NKDC for consideration (including those considered between meetings).

a. 26/0898/TCA. Notification of Intended Works to Trees in a Conservation Area. (See application 26/0911/TPO for T1). T2 - Sycamore - Approx 12m in height with a spread of approx 6m - Reduce canopy by up to 2.5m all round. T3 - Cherry - Approx 6m in height with a spread of approx 3m - Remove 1 singular branch from within canopy to suitable growth point. 19 Back Lane, Heighington, LN4 1RH.

b. 26/0911/TPO. Application of Proposed Works to Trees Subject to Tree Preservation Order. T1 - Ash - Approx 12m in height with a spread of approx 9m - Reduce canopy by up to 2.5m all round, reducing extended growth to match shape of the tree and thin by approx 10% (See application 26/0898/TCA for T2 & T3). 19 Back Lane, Heighington, LN4 1RH.

c. 26/1021/TCA. Notification of Intended Works to Trees in a Conservation Area. T1 - Silver Birch - Reduce in height by up to 3m, lateral Branches up to 2m. Anything overhanging the neighbours on the East side, reduce back to the boundary fence line. T2, T3, T4, T5, T6 - self set Sycamores - To reduce height by up to 2m back to previous pruning cuts, will be roughly the same height as the apple tree in the middle of them. T7 - Cherry plum, reduce in height by about 2m to the same size as the apple tree next to it. 74 High Street, Heighington, Lincoln, LN4 1JS.

23.
