Policy and Resources Minutes July 2019

A meeting of the Policy and Resources Committee of Heighington Parish Council was held on Monday 29th July 2019 in the Jubilee Hall, High Street, Heighington and commenced at 19.30. There was one member of the public in attendance.

1/R/19 Apologies for absence, Declarations of Interest and Requests for Dispensations.

There were no declarations of interest and no requests for dispensations.

2/R/19 To approve the RFO’s notes as minutes from the last meeting of the committee.

It was resolved that the RFO’s notes from the Policy and Resources Committee Meeting of the   15th April 2019 be approved.

3/R/19 Responsible Finance Officer’s report (for information only.)

• A VAT refund of £1376.17 was received from HMRC on the 12th July 2019.

Planning Matters and Tree Works.

Tree work applications for Members consultative comments (taking into account of any correspondence received from local residents).   

4/R/19 19/0986/TPO 10-12 Washingborough Road, Heighington, Lincoln. T1 Walnut – Crown lift 2.4m clearance over footpath. It was resolved to leave the matter to the Tree Protection Officers discretion.

5/R/19 19/1003/TCA Hall Cottage, Chapel Lane, Heighington, Lincoln.T2 Damson – fell (T1 Sycamore exempt as Deadwood only). It was resolved to leave the matter to the Tree Protection Officers discretion.

6/R/19 19/1040/TCA Heighington Hall, Potterhanworth Road, Heighington, Lincoln.Re-pollard Lime trees from 24feet to 15 feet. It was resolved to leave the matter to the Tree Protection Officers discretion.

Tree work Decision Notices received from North Kesteven District Council.There were no new Tree Work decision notices for consideration.

7/R/19 19/0996/HOUS 2 Martin Close, Heighington, Lincoln LN4 1RL

Demolition of conservatory and erection of a single storey rear extension.

Heighington Parish Council considered this application and have no comments to make.

Decision notices for Members consultative comments (taking account of any correspondence received from local residents).

There were no decision notices received from NKDC.

8/R/19 To consider giving authority to the Responsible Finance Officer to reset LALC’s password so that other officers can access this website in the absence of the Clerk.                            

Members approved to update the LALC password. 

94/R/18 To note year end transfers between cost codes. Members noted the monetary year end transfers required to balance the cost codes on the Scribe system.

 

95/R/18 To note the updates required of the Council’s Policies.

 Members noted that the Council Policies are to be reviewed and amended where necessary by Councillor Buckley-Jones and Councillor Sockell.

96/R/18 To note the wording on the Condition of Hire for the Bowls Club.

Members agreed that the current documentation required minor amendments and clarification regarding Club and Parish Council insurance.

97/R/18 To consider the wording on the Condition of Hire for the Tennis Club.

Members agreed that the current documentation required further work to be carried out regarding the concerns raised by the Tennis Club. A meeting will be arranged to discuss these issues.

98/R/18 To consider the proposed 30 mph speed limit extension, Fen Road, Heighington.

Members resolved to support the speed limit extension from Fen View to the junction of Low Park Lane and Fen Road as it will benefit the wider community.

99/R/19 To consider the new Code of Audit Practice consultation questions.

Members agreed that the Council are not able to respond as the questions raised referred to smaller Councils with an annual budget of less than £25,000.

100/R/18 To Consider North Kesteven District Council’s and Heighington Parish Council’s Code of Conduct.

            Members resolved that the addition of a sentence is required to Heighington Parish Council’s Code

            of Conduct section one, paragraph three. The Code of Conduct from North Kesteven District 

            Council, section one paragraph three dated the 8th February 2019 sates,” Councillors will therefore 

            be presumed to be acting in an official capacity in their public conduct: including statements on 

            publicly accessible social media”.  The revised document is to be referred to the full Council 

            meeting for approval on the 13th May 2019.

 

101/R/18 To consider the quotations for the renewal of the Electricity contract.

             After considering quotations received from other suppliers, Members resolved to renew the 

             electricity contract for the period 1st October 2020 to 30th September 2024 with the current provider.

               102/R/18 To resolve to move into closed session.

The Chairman moved that the remainder of the business is held in ‘committee’ and that the public and press be excluded there from for the reason that the business to be transacted or advice tendered is that of a confidential nature. Members resolved to proceed on that basis, in ‘committee’.

103/R/18 Staff matters.

Members were updated about the current situation and further action that will be taken.  

 

There being no further business the meeting closed at 20.44.
