Policy and Resources Minutes December 2019

A meeting of the Policy and Resources Committee of Heighington Parish Council was held on Monday 2nd December 2019 in the Jubilee Hall, High Street, Heighington and commenced at 19.30. There was one member of the public in attendance.

The Chairman opened the meeting by welcoming those present.

31/R/19 Apologies for absence, Declarations of Interest and Requests for Dispensations.

Apologies for absence were received from Councillor Rushby and Councillor George.

There were no declarations of interest and no requests for dispensations.

32/R/19 To approve the Clerks notes as minutes from the last meeting of the committee.

It was resolved that the Clerks notes from the Policy and Resources Committee Meeting of the   23rd September 2019 be approved.

33/R/19 Clerk’s report (for information only.)

• Email received from County Councillor Oxby regarding the footpath between Curtis Drive and Station Road. 

• Email sent to County Councillor Oxby and District Councillor Carrington regarding standing water issues on Park Lane, Heighington. 

• Email received from District Councillor Carrington regarding Anglian Water issues. 

• Email received from a parishioner regarding litter on Potterhanworth Road. 

• To note the valuation reports received regarding Parish Council properties and land. 

• To note that Community Lincs has merged with YMCA Lincolnshire. 

• To note correspondence regarding Volunteer Patrol Groups. 

• To note letter received from the Trustee and Secretary of Garrett’s Charity. 

Planning Matters and Tree Works.

Tree work applications for Members consultative comments (taking into account of any correspondence received from local residents).   

34/R/19 19/1559/TCA Hall Barn, 33 Back Lane, Heighington. T1 Lime – reduce lateral spread by 1- 2m over garden and crown lift to 5m. T2 Lime – reduce lateral spread by 2-3m over garden and crown lift to 5m. T3 Lime – reduce height of regeneration growth stems to approximately 15m, crown lift to 5m. T4 Lime – reduce height by up to 4m, crown lift 5m to boundary side. It was resolved to leave the matter to the Tree Protection Officers discretion.

35/R/19 19/1562/TPO Half Acre, 42 Fen Road, Heighington. T1 Ash – reduce long lateral limbs back to point of split 4-5m, reduce height 4-5m, remove deadwood. It was resolved to leave the matter to the Tree Protection Officers discretion.

36/R/19 19/1568/TCA 4 Hudsons Villas, Blacksmiths Lane, Heighington. T1 Sycamore – 2.4m crown lift, reduction of limbs over garage by 4m taking back branches to 3m remaining. It was resolved to leave the matter to the Tree Protection Officers discretion.

Tree work Decision Notices received from North Kesteven District Council.                               

 There were no new Tree Work decision notices for consideration.

Planning applications for Members consultative comments (taking account of any correspondence received from local residents).

37/R/19 19/1274/HOUS 15 Washingborough Road Heighington. Proposed 1.5 storey rear extension with gable pediment roof dormer window ad roof light to front elevation (re-submission of 18/1488/HOUS). Heighington Parish Council considered this application and have no comments to make.

38/R/19 19/1501/LBC Cosy Cottage, 5 High Street, Heighington LN4 1RG. Replace 5 traditional sash windows and timber French casement. Heighington Parish Council considered this application and have no comments to make.

39/R/19 19/1526/HOUS 9 Garratt Close, Heighington LN4 1RN. Erection of garden room. Heighington Parish Council considered this application and have no comments to make.

19/1485/FUL Jean Mary, Acre Dyke Lane, Branston Booths. Erection of one bedroom holiday let. Notification received from North Kesteven District Council, this application has been withdrawn.

41/R/19 To consider the revision of policies.

• Staff and Councillors Privacy Notice 

Members noted that some of the policies required minor amendments. It was agreed to recommend the policies for approval at the full Council meeting on the 9th December 2019.

42/R/19 To Consider the Grant Application from Heighington Christmas Market. Members resolved to grant the application of £200.00.

43/R/19 To consider registration of Parish Council land with Fields in Trust.Members resolved to contact Mr Leeson at Fields in Trust to request the procedure of registration of Council Land.

44/R/19 To Review the budget figures for 20/2021.

Members noted that some minor amendments were required and would reconsider the budget figures in the Policy and Resources meeting on the 13th January 2020.

45/R/19 Staff Matters.

It was resolved that the pension contributions for newly appointed staff will be paid at the same rate as all members of staff.
