Policy and Resources Minutes September 2019.
A meeting of the Policy and Resources Committee of Heighington Parish Council was held on Monday 23rd September 2019 in the Jubilee Hall, High Street, Heighington and commenced at 19.30. There were no members of the public in attendance.

21/R/19 Apologies for absence, Declarations of Interest and Requests for Dispensations.
There were no declarations of interest and no requests for dispensations.
Apologies received from Councillor Sockell.
22/R/19 To approve the RFO’s notes as minutes from the last meeting of the committee.
It was resolved that the RFO’s notes from the Policy and Resources Committee Meeting of the 29th July 2019 be approved.
23/R/19 Clerk’s report (for information only.)
• To note that the Heighington Road to Canwick will be closed until the 31st January 2020.
• To note that confirmation has been received from the CCLA bank and the Co-operative Bank that the change of signatories has been updated.
Planning Matters and Tree Works.
Tree work applications for Members consultative comments (taking account of any correspondence received from local residents). There were no new Tree Work application notices for consideration.

24/R/19 19/0996/HOUS 14 Martin Close, Heighington, Lincoln LN4 1RL.
Amended plan notification to fencing received.
Heighington Parish Council considered this application and have no comments to make.
Decision notices for Members consultative comments (taking account of any correspondence received from local residents).
There were no decision notices received from NKDC.
25/R/19 To consider training courses for new Councillors.
Members agreed that Councillors Rushby and George would be requested to attend a Councillor’s Training Day, the dates to be confirmed with LALC. It was also discussed that a First Aid at work course would be beneficial to members and staff.
26/R/19 To consider the services of the Environmental Warden for 2020/2021.
Due to recent legislation the role of the Environmental Warden has changed considerably, they are no longer able to issue fines for dog fouling and is only able to offer advice to owners. It was agreed that this would be considered again at the full Council meeting on the 14th October 2019.

27/R/19 To consider an induction programme for a new employee.
Members agreed that the new employee would benefit from the New Clerks Training Day with
LALC, dates to be arranged when the post has been filled. Other induction arrangements was
agreed.
28/R/19 To review the following policies.
Equal Opportunities Policy
Disciplinary Policy
Training and Development Policy
Whistle Blowing Policy
Working from Home/Lone Worker Policy.
There were no amendments to any of these policies and it was agreed to recommend the policies
for approval at the full Council meeting on the 14th October 2019.
29/R/19 To review the half year budget figures.
Members noted that the budget was on target and would be discussed further at the next meeting on the 2nd December 2019 when the budget figures for 2020/2021 would be available for perusal. It was noted that to date the second instalment of the precept had not been received.
30/R/19 To discuss volunteers for stock taking at all the Council sites before the renewal of Insurance.
After a brief discussion it was agreed that Councillor’s and staff would be allocated a site to progress the inventory as soon as possible.
Councillors Buckley-Jones, Chantler and George will undertake the Potterhanworth Road properties.
Councillor Rushby will undertake Jubilee Hall except for the office and storerooms which will be undertaken by the office staff.
Councillor Briscoe will undertake Station Road properties.
There being no further business the meeting closed at 21.12.
Date of next meeting is the 2nd December 2019.
