AGENDA
1. To receive and accept apologies, where valid reasons for absence have been submitted to the Clerk prior to the meeting.
2. To receive Declarations of Interest in accordance with the Localism Act 2011 and receive Requests for Dispensations.
3. To approve as a correct record the notes of the meeting held on Monday 13th October 2025 and for the Chair to sign these as the official minutes.
4. To receive reports from County and District Councillors (for information only).
5. To note the list of correspondence and meetings since the October council meeting.
Financial matters:
6. To approve the monthly accounts for October 2025, including List of Payments, List of Receipts, Net Position and Bank Reconciliation.
7. To note overtime worked in September and paid in October.
8. To reconsider improvements to public wi-fi at the Jubilee Hall (a previous decision being taken more than 6 months before, as permitted under Standing Order 7.b).
9. To review the following updated documents:

d. Data Breach Policy.
e. Lone Worker Policy.
10. To consider a request from Heighington Cricket Club to install irrigation to the cricket pitch at Potterhanworth Road.
11. To consider a request from Heighington Cricket Club regarding potential reinstatement and use of the bottom field at Potterhanworth Road.
12. To consider co-option application(s) for the vacancy caused by the resignation of Steve Catlow.
13. To receive an update on previous actions.
14. To receive an update on chafer grubs, moles and Ragwort on council land.
Planning Matters and Tree Works:
15. To consider tree works applications received from NKDC for consideration (including those considered between meetings).

a. 23/0387/FUL. Demolition of an existing bungalow and erection of a replacement dwelling and garage. The Willows, Park Lane, Heighington. Application approved.
19. CLOSED SESSION. To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 for the following items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
20. To consider quotes for new flooring for Station Road bowls lounge and kitchen.
21. To consider options and quotes for additional play equipment at Station Road.
22. To receive an update on the structure of current Jubilee Hall hire fees and seek Councils’ views, in preparation for proposals for 2026-27 fees being presented to Council at December’s meeting.
23. To consider Council’s views on payment of National Minimum Wage and of payment for holding the emergency phone/out of hours on call, prior to work on the draft 2026-27 budget (to be agreed by Full Council in December).
