December 2025 minutes
The Employment Committee meeting of Heighington Parish Council was held on Monday 1st December 2025 at 6.30pm in the Jubilee Hall, High Street, Heighington.

There were no members of the public present.
Public Participation
There were no comments.
016/E/25 To receive and accept apologies, where valid reasons for absence have been submitted to the Clerk prior to the meeting
Apologies had been received from Cllr Yeates, and it was proposed by Cllr Watkinson, seconded by Cllr George and resolved to approve these.
017/E/25 To approve the notes of the last Employment Committee meeting held on 6th October 2025, and for these to be signed by the Employment Committee chair as the formal minutes.
It was proposed by Cllr Trafford, seconded by Cllr Watkinson and resolved to approve the minutes. These were duly signed by the committee chair.
018/E/25 To receive Declarations of Interest in accordance with the Localism Act 2011 and receive Requests for Dispensations
There were none.
019/E/25 CLOSED SESSION. To resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 for the following staffing items on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
It was proposed by Cllr Watkinson, seconded by Cllr Trafford and resolved to move into closed session.
020/E/25 To review a draft Job Description for the Caretaker/Handyperson and proposed job matched grade.
The Job Description for this role had been reviewed and Person Specification details added, and the remuneration job matched. There were a number of further queries and amendments, with the Clerk tasked to discuss the proposed changes with the Caretaker/Handyperson. It was resolved to recommend a new salary range for this role, and for Full Council to agree which SCP to appoint on.
021/E/25 To review a draft Job Description for the Cleaner and proposed job matched grade.
The Job Description for this role had been reviewed and Person Specification details added, and the remuneration job matched. There were a number of further queries and amendments, with the Clerk tasked to discuss the proposed changes with the Cleaner. It was resolved to recommend a new salary range for this role, and for Full Council to agree which SCP to appoint on.
022/E/25 To consider a proposal regarding out of hours/emergency phone cover.
Two members of Employment Committee had pulled together a proposal regarding out of hours/emergency phone cover. There were a number of queries raised about the proposal, and it was resolved for Employment Committee members to have an informal meeting to discuss this further, prior to a formal proposal being brought back to a relevant meeting for approval.
The meeting closed at 7:20 pm.
