A meeting was held on Monday 13th September 2021, in the Jubilee Hall, High Street, Heighington and commenced at 19:30.

There were 15 members of the public present. Public Participation took place outdoors to comply with Covid restrictions. Three members of the public read statements asking the Parish Council to reconsider bank holiday/Christmas & New Year period opening at Jubilee Hall and they also enquired as to why this was not on the agenda following the meeting on 12th July.  The Chairman informed the members of public that the Clerk had received no written motion from a Councillor. Councillor George agreed to write to the Clerk before 1st October 2021 to propose a motion for this issue to be added to the agenda for the next meeting of the Parish Council on Monday 11th October 2021. One member of the public raised an objection to the bank holiday opening and said they would make a statement when this topic is on the agenda.

Apologies for absence: Apologies were received from Councillor Grimshaw and Councillor Dziadkiewicz. No apologies were received from Councillor Cann.

The draft notes from the meeting of the Parish Council on Monday 12th July 2021 were taken as read and approved as minutes. 

 

Planning Matters and Tree Works.

  • Tree works received from NKDC.

075/M/21          21/1264/TCA 27 Back Lane, Heighington, Lincoln. T1 Cypresses – Reduce from 6m in height to 4m in height. T2 Hornbeam – Reduce from 10m in height to 8m in height. T3 Cypresses – Reduce from 8m in height to 6m in height. The Council had no comments to make, it was resolved to refer to the Tree Officer.

 

076/M/21          21/1332/TCA Beckfield Lodge, Station Road, Heighington, Lincoln. T1 Hornbeam – reduce from property by 2m, crown reduce and reshape by a maximum of 3m, remove epicormic growth. The Council had no comment to make, it was resolved to refer to the Tree Officer.

078/M/21           21/1168/HOUS 80 Washingborough Road, Heighington, Lincoln. Erection of single storey extension to front of existing bungalow and rendering of existing brickwork.  Members had no comment to make regarding this application.

079/M/21           21/0907HOUS The Dovecote, The Old Stackyard, Heighington, Lincoln. Proposed extension to detached garage to form new garden room with ground floor shower area, kitchenette, and utility space, and first floor bedroom and accommodation. Members considered this application and had no comment to make but were disappointed that no green technologies were to be used in the application.

086/M/21           20/1246/FUL Former piggery buildings, Poplar Bank Farm, Bardney Road, Heighington, Lincoln.  Retrospective planning application for the change of use of agricultural land and buildings to Airsoft leisure use. Notification from North Kesteven District Council that this application has been approved.

 

087/M/21           21/0962/HOUS 32 Almond Avenue, Heighington, Lincoln. Proposed 2 storey side and rear extensions with hard landscaping. Notification from North Kesteven District Council that this application has been approved.

 

088/M/21          Clerk’s report (for information only).

  • The Parish Council would like to welcome Denis Manning to his new post as Caretaker/Cleaner.
  • To note that the Solar Panels and CCTV have been installed at Station Road.
  • The Parish Council would like to thank HBW Football Club for the donation of £500.00 towards the refurbishment of the containers on Potterhanworth Road.
  • The two sporting fun days delivered by Hurricane Sports Foundation were well attended during the summer holidays.
  • The new equipment for Station Road is due to be installed the week commencing 11th October.
  • The clerking team has received confirmation that Lindum Construction will start works at Potterhanworth Road the week commencing 20th September.
  • The Parish Council has received notification from Lincolnshire County Council that a report has been produced to consider the evidence as to whether a definitive map modification order should be made to footpath number 2.
  • To note an email of complaint regarding the parking of vehicles on NKDC land within the conservation area. This complaint has been noted and the relevant authorities have been informed.
  • To note an email from Blakemore Retail (Spar) inviting the Parish Council to join them for a litter pick around the village during October.

The above policies had been distributed prior to the meeting. Members approved the policies subject to Councillor George’s edits on the Social Media policy.

 

091/M/21           To consider the addition of a CCTV policy.

Following the installation of CCTV at Station Road members agreed to the addition of a CCTV policy. This policy was accepted but will be reviewed at a later date if necessary.

 

092/M/21           To consider the quotations for the annual autumn renovation works of the bowling green.

Three quotations had been obtained. It was resolved to use the quotation of £607.20 and for the work to be carried out as soon as possible.

 

Financial Matters.

093/M/21           To approve the monthly accounts for July & August 2021.

The monthly accounting statements for July 2021 were approved by Councillor Sockell and the statements for August by Councillor Rushby during the meeting. It was resolved to approve the monthly accounts for July and August 2021.

To note that £181.41 has been received to date from the clothing bank.

To note that a discretionary payment of £20.00 has been made to the former cleaner for training the new caretaker on some equipment. 

To note that a payment of £177.50 was made to the former RFO for attending the office on the 6th & 7th April and the 23rd June 2021.

To note that the RFO has requested a new card and pin number from Lloyd’s bank, our credit card provider due to staff changes.

Cllr. Ian Carrington – September LCC brief:

 

Strategic Roadworks

Pelham Bridge re-opened in late August after 11 weeks of programmed repairs and refurbishment. Whilst the works were in hand the opportunity was also taken to resurface parts of Canwick Road. Pelham Bridge is one of the busiest of the 1500 bridges maintained by LCC and proved to be in worse condition than expected. It is now fully renewed.

A15 repairs are now completed with a smooth road surface from Lincoln to Sleaford and no further diversions

Works continue on the major improvements to the Holdingham Roundabout – the project is on time and on budget.

Climate Change

Residents have contributed views on climate change via a county-wide survey which has just closed. Results will inform a major Climate Summit being organised by LCC in October to draw together partners to explore ways of cooperating in achieving net zero and feed into the developing climate action plan.

 

A series of free virtual events will be running from 20 September, ahead of the Climate Summit event. These will cover a range of topics on how to be more sustainable at both work and home.

‘Natasha’s Law’:

Lincolnshire Trading Standards is encouraging businesses to prepare for upcoming allergen labelling changes. On 1 October 2021 the law on allergen labelling for prepacked for direct sale (PPDS) foods will change. This means that any food business selling prepacked foods for direct sale will have to include full ingredients on the product label with allergenic ingredients emphasised within that list. Prepacked foods can include salads and sandwiches that customers select themselves, pre-wrapped foods kept behind a counter, as well as some products packaged and sold at mobile or temporary outlets.

Lincolnshire businesses reminded about allergen law change

 

Development Fund - Drainage Investigations and Flood Repairs

Funding to the value of £2.2 million (capital £2m, revenue £200k) has been made available to address drainage and flooding issues in Lincolnshire. A programme of works has been developed in collaboration between the Floods Team and Highways to be delivered over financial years 2020/21 and 2021/22 with overall spend to be completed by March 2022. Works in this Division area includes a highways scheme at Martin Close Heighington.

 

Improve support for autistic people and their carers in Lincolnshire

A new project is working to ensure that autistic people in the county get the support they need to lead fulfilling and rewarding lives.

The Lincolnshire Autism Partnership Board is asking autistic people, their families, and carers for their views on how to ensure the county is a place that respects all autistic people and offers them the right support at the right time.

The feedback will be used to shape Lincolnshire's new five-year All Age Autism Strategy and action plan, ensuring it addresses the concerns that are most important to autistic people and their families.

Theddlethorpe Nuclear Storage

The project is being led by Radioactive Waste Management (RWM) who are a wholly owned subsidiary of the Nuclear Decommissioning Authority (NDA) and sponsored by the Department for Business, Energy, and Industrial Strategy (BEIS). LCC has been invited to join a work group of various local bodies to explore the implications of the scheme – the invitation will be considered by the LCC Executive Board on 5th October. However, LCC will not be a decision maker. Whether or not the site is put forward for consideration by RWM will be up to local residents.

 

Employment and Skills

LCC is in the final stages of preparing an Employment & Skills Strategy and action plan. Improving the skills and training of Lincolnshire's workforce is critical to long term economic development and residents' prosperity. This work will set out practical steps involving a range of partners to identify key skills areas and the practical means of developing them.

Purple Bins

NKDC     wishes to focus residents’ minds on ‘Right Thing, Right Bin’.

  • Clean, dry paper and card should now be placed in Purple Bins
  • Week commencing 13 September will be a Green Bin collection, but they should contain no clean, dry paper or card.
  • Purple bin collection will begin week commencing 27 September.

Everyone has the opportunity to contribute to improved recycling across Lincolnshire by using the purple bins correctly and thereby allowing card and paper to be re-purposed more effectively than it was when mixed in with other recycling. Residents’ efforts will contribute positively to environmental improvement and our climate change goals.

 

NKDC Covid 19 Business Grants

Over £15M in Business Grants has been distributed since Nov 20, helping local businesses to survive during the turbulence caused by Covid. Two new Additional Restrictions Grants are due to launch next month, and details will be announced in the near future.

 

NKDC Priorities

The top priority remains the response to the Covid pandemic. Throughout this next quarter the Executive Board will take reports on the Community Strategy, the NK Plan, and the Finance Strategy. The Council’s planning framework will replace its Golden Thread with a Green Thread which will ensure that climate change runs through every activity, project, and service in our pursuit of net zero by 2030. The Finance Strategy will be critical in building a sustainable financial outlook following the economic turbulence associated with the pandemic.

 

Afghan Settlement

NKDC leads the Lincolnshire Migration Partnership and is at the forefront of ensuring that appropriate support arrangements are established for potential refugees. Two hotels have been allocated within the county as temporary accommodation and NKDC officers have assisted with H&S checks and are ensuring that personnel have access to vaccinations, GPs, and education services. Two properties within NK have been identified as long-term accommodation and families are shortly due to take up residence. A point of contact is being established to advise how communities might help and to offer guidance on donations.

The Chairman moved that the remainder of the business be held in ‘committee ‘and that the public and press be excluded there from for reason that the business to be transacted or advice tendered is of a confidential nature, which could be prejudicial to the public interest to publicise. Members resolved to proceed on that basis, ‘in committee’.
