Property Services Minutes November 2020

A meeting of the Property Services Committee was held on Monday 16th November 2020 via video conferencing and commenced at 19:30 hours.

There were two members of the public present.

26/F/20 Chairman’s opening remarks and welcome.

The Chairman welcomed those present.

The Chairman of the bowls club informed committee members that he was happy to add to the presentation regarding minute number 33/F/20.

27/F/20 Apologies, Declarations of Interest and Requests for Dispensations.

Apologies: No apologies were received from Councillor Dziadkiewicz or Councillor Cann.

Declarations of Interest:  There were no Declarations of Interest.

Requests for Dispensations:  There were no Requests for Dispensations.

28/F/20 to approve the Co-Clerks notes from the meeting of the Property Services Committee meeting on Monday 10th August 2020.

The notes having been distributed beforehand were taken as read and approved as minutes of the meeting.

Planning Matters:

• Tree Works received from NKDC.There were no Tree Works received.

• Tree Works decision notices received from NKDC. There were no Tree Works decision notices received.

• Planning Applications received from NKDC.There were no Planning Applications received.

• Planning Application decision notices received from NKDC.

20/1194/HOUS 18 Washingborough Road, Heighington. Erection of 2 storey side extension, first floor rear extension and conversion of existing detached garage to workshop/garden room. Notification received from North Kesteven District Council that the application has been approved subject to conditions.

29/F/20 Co-Clerk (Operations) report (for information only).

• Repairs to the wire fence between the tennis courts and bowling green have been carried out.

• The wooden doors at Station Road pavilion have been stained.

• The gent’s toilet and outside toilet have had replacement bolt locks fitted.

• The Annual grass care works to the bowling green have been carried out.

• A replacement Boiler has been installed at Jubilee Hall following a breakdown of the heat exchanger.

• The new radiator has been installed in the office.

• The annual PAT testing and emergency lighting inspections have been carried out at all three sites. Some items were missed during the test.

• Urgent repairs to play equipment due to vandalism have been carried out at Station Road at a cost of £128.40.

• The refurbishment of the containers on Potterhanworth Road have been delayed due to Covid-19, further options will be discussed at a future meeting. 

• Further to minute number18/F/20 To consider maintenance to the Flagpole and minute number 19/F/20 To consider repainting of the water hydrants, we are awaiting further quotes before works can be carried out. A new rope has been fitted to the flagpole which had already been purchased.

• Following concerns about the condition of the bottom field on Potterhanworth Road a treatment of Nematodes was used to try and eradicate the chafer grubs with no effect. This will be discussed more under item 8.

• To note an email sent from ASTCO offering the Parish Council to site a textile bank at Jubilee Hall. 

• To note that the Christmas tree stand has been installed in the Jubilee Hall car park. The tree is due to be delivered on Thursday 26th November. 

30/F/20 To discuss the PHS contract and consider the repainting of the toilets at Jubilee Hall.

The Parish Council had agreed to terminate the PHS Contract with effect from 31st March 2021.  PHS have given the council the opportunity to purchase the 15 hand dryers across the three council sites. After a brief discussion it was agreed to remove the hand dryers and purchase paper towel dispensers and wastepaper bins. The Clerk will obtain quotes for the removal of the hand dryers and purchase of the dispensers and bins. The Chairman informed committee members that the toilets are in need of redecoration at Jubilee Hall and it was agreed that following the removal of the hand dryers that the toilets be repainted. One quotation has been obtained and it was agreed that a maximum budget of £700.00 was set aside for the works to be carried out. The Clerk is to obtain two further quotations. 

31/F/20 To consider quotations for replacing three bulkhead fittings at Station Road pavilion following the emergency lighting inspection.

Following the Emergency lighting inspection, it was noted that three bulkhead fittings failed the inspection. Members resolved to use the quotation of £180.00 +VAT this is also to include the PAT testing of items that were missed during the original inspection in September.

32/F/20 To discuss the maintenance of the football pitches at Potterhanworth Road sports field.

Following concerns regarding the playing surface of the football pitches, a treatment of Nematodes was used to try to eradicate the chafer bugs, with no effect. The Clerk and Councillors met with members of HBW and a grass care company to discuss a way forward. It was highlighted that to eradicate the chafer bugs will be a timely and expensive process over a few years. The Clerk has been informed that a grant may be available from the FA to help with the funding of treatment. It was agreed that quotations should be obtained and that the issue will be discussed at a future meeting. 

33/F/20 To discuss Heighington Bowls Club request for funds for repair works to the footpath along one side of the bowling green.

Members had been sent a presentation from the Chairman of the Bowls Club prior to the meeting. The Chairman of the Bowls Club informed members that the footpath at the side of the bowling green is badly damaged due to tree roots under the concrete footpath and is in need of refurbishment. It was also noted that the hedge that runs alongside the footpath would need to be cut back for the works to be carried out. It was agreed that quotations should be obtained for all the works and the request will be discussed at a future meeting. 

34/F/20 To update members on the current property services budget.

Members had received an up to date budget at the full council meeting on 9th November. The Co-Clerk (Finance) has no concerns, and it was noted that money would need to be moved to accommodate the installation of the new boiler at Jubilee Hall. 

35/F/20 To consider installing renewables at Council owned properties and to discuss a long-term building strategy.

Councillor Buckley-Jones addressed the issues of the Climate Emergency declared by North Kesteven District Council and the Draft Tree Strategy 2020.

The following options were discussed:

• To install solar panels on the Jubilee Hall & Station Road pavilion.

• To consider moving the parish office to the pavilion on Station Road.  

• To use Station Road Recreation Ground purely for recreation, bowling & tennis.  All other sports to be played on Potterhanworth Road Sports Field.

• To plant further trees on Council owned open spaces and to encourage tree planting by residents.

It was agreed to contact alternative energy companies to make site visits to investigate further and to seek advice as to options for alterations to the pavilion to create a parish office.
