May 2020 Minutes
A meeting of the Property Services Committee was held on Monday 18th May 2020 via video conferencing and commenced at 19:30 hours.

01/F/20 Chairman’s opening remarks and welcome.
The Chairman welcomed those present.
02/F/20 Apologies, Declarations of Interest and Requests for Dispensations.
Apologies: There were no apologies received.
Declarations of Interest: There were no Declarations of Interest.
Requests for Dispensations: There were no Requests for Dispensations.
03/F/20 to approve the Co-Clerks notes from the meeting of the Property Services Committee meeting on Monday 24th February 2020.
The notes having been distributed beforehand were taken as read and approved as minutes of the meeting.
Planning Matters:
• Tree Works received from NKDC
There were no Tree Works received from NKDC.

04/F/20 Co-Clerk (Operations) report (for information only).
• The annual Legionella testing at all three sites has been completed.
• The annual inspection & service of the fire extinguishers at Station Road pavilion have been carried out.
• All Council buildings were closed due to the Covid-19 outbreak the week commencing 23rd March 2020.
• The annual boiler service has been carried at Station Road pavilion.
• The repointing works at the Chapel Lane gateway are now complete.
• The blocking up of the Chapel Lane gateway is now complete and the grant acceptance form has been completed and returned to NKDC.
• The handy man is due to start work on the village sign and bus shelter this coming week.
• The Parish Council would like to thank the Chairman of the Bowls Club and the cleaners for checking the pavilions during the current lockdown situation.
05/F/20 To note the outcome from the meeting with HBW Football Club on 11th March 2020. (Minute number 38/F/19)
Following an informal meeting with the Chairman and Treasurer of HBW Football Club, the Chairman of the Property Services Committee informed members of the outcome. It was agreed that the following be added to the 2020.2021 hire agreement:
• The Council will provide buildings and contents insurance for the pavilion.
• The club will insure container contents.
• The pavilion and sports field be marked as “no smoking areas”.
It was agreed that no smoking signage be placed in and around the pavilion.
HBW are to swap containers with the Parish Council and agreed to clear them by 4th July. (This may be delayed due to the current Covid-19 situation.) HBW will be responsible for the lock on the container currently owned by the council.
The Parish Council will replace the main gate lock (minute umber 37/F/19) and HBW agreed to purchase 20 keys at a cost of £4.00 each.
Heighington Parish Council agree to pay for the external refurbishment of both containers and HBW agreed to donate £500.00 towards the cost of the work. (minute number 39/F/19)
Heighington Cricket Club agree to the change and have agreed to the large roller being removed from the container as it is no longer required. The club also require two keys to the main gate.
06/F/20 To discuss maintenance works to the bowling green boundary with neighbouring properties.
Members had been shown a copy of a presentation by the Chairman of the Bowls Club before the meeting. The presentation outlined the desire to improve the northern boundary of the bowling green due to the current wooden sleepers being in poor condition and beginning to rot. Three quotations had been received by the Bowls Club. It was resolved to use the quotation £1,855.00 for the works to be carried out. The Chairman of the Bowls club is to liaise with the builders to arrange a date for the works to be carried out. The Chairman of the Bowls thanked members for their support in this matter and informed the committee that the bowls club would be making a donation to the Parish Council.
07/F/20 To consider replacing the fan in the gent’s WC at Jubilee Hall.
It was resolved that the damaged fan in the gent’s WC at Jubilee Hall is to be replaced at a cost of £140.00 including VAT.
08/F/20 To consider replacing the visual disabled assistance alarm with an audible warning alarm at Jubilee Hall.
Members resolved to keep the current visual alarm system in the disabled WC at Jubilee Hall, due to the upgrade being non-essential. It was agreed that signage is to be placed on the door of the WC asking visitors to the hall to alert a member of staff if the red light is showing.
09/F/20 To update members on the current property services budget.
Members received a copy of the Property Services budget to date. The Co-Clerk (Finance) is happy with the finances at this point.
10/F/20 to discuss the ease of lockdown on Council properties.
Following an email to the Parish Council from the Bowls Club members discussed the way forward in the partial re-opening of the bowling green after the late spring bank holiday in line with government guidelines. It was agreed that the pavilion remain out of bounds until community buildings can reopen. It was resolved that hand sanitisers and gloves be provided at the entrance of the club. The Chairman of the Bowls Club informed members that strict measurements would be in place to ensure the safety of club members.
Tennis courts are now able to open in line with government guidelines, it was agreed that the Clerk contact the Chairman of the Tennis Club to discus the reopening of the courts.
It was agreed that the 2020/2021 hire agreements be prepared for sending out, invoice details to be confirmed.
It was agreed that the Parish council should purchase hand sanitiser dispensers for all Council buildings.
