December 2020 Minutes
A meeting of the Policy and Resources Committee of Heighington Parish Council was held on Monday 7th December 2020 by video conferencing and commenced at 19.30. There were four members of the public in attendance.

20/R/20 Apologies for absence, Declarations of Interest and Requests for Dispensations.

There were no Declarations of Interest. There were no requests for Dispensations.
21/R/20 To approve the Clerk’s notes as minutes from the last meeting of the committee.
It was resolved that the Clerks notes from the Policy and Resources Committee Meeting of the 28th September 2020 be approved.

Tree work applications for Members consultative comments (taking into account of any correspondence received from local residents).
22/R/20 20/156/TPO Heighington Hall, Potterhanworth Road, Heighington, Lincoln. T1 Beech – Fell.It was resolved to leave the matter to the Tree Protection Officers discretion.
Tree work Decision Notices received from North Kesteven District Council.There were no new Tree Work decision notices for consideration.

24/R/20 20/1175/VARCON Greenacres, Bardney Road, Washingborough. Application to remove condition 3 (Agricultural occupancy restriction) of N/32/0942/96 for the erection of a bungalow to allow unrestricted occupation of the dwelling – WITHDRAWN 27/11/2020.
25/R/20 20/1496/HOUS 26 Stoyles Way, Heighington, Lincoln LN4 1TW. Extension to existing garage.

26/R/20 20/1158/HOUS 10 Park Lane, Heighington, Lincoln. Erection of a rear 2 story and 1st floor extension. Notification received from North Kesteven District Council that this application has been approved.
20/1288/HOUS 53 Fen Road, Heighington, Lincoln. Proposed dropped kerb to widen existing access (retrospective). Notification received from North Kesteven District Council that this application has been approved.
20/1300/HOUS 85 Washingborough Road, Heighington, Lincoln. Erection of 2 storey side extension and single storey rear extension (resubmission of application 19/1699/HOUS). Notification received from North Kesteven District Council that this application has been approved
27/R/20 To note that eight 30mph speed signs have been installed in the extended speed reduction
limit on Fen Road, Heighington. Members agreed that the newly installed signs were very
noticeable and they hope that these signs will deter motorists from speeding along Fen Road.
28/R/20 To consider the quotation received from Everflow Water regarding water and sewage charges
for all the Parish Council properties. After a brief discussion, Members agreed that although there
was a slight saving in the water and sewage charges, that they would compare the current charges
from Anglian Water when the Parish Council properties were fully functional again.
29/R/20 To consider the Parish Council bank accounts and the impact of bank charges. Members
agreed that the bank accounts would continue as they are but with the occasional use of the Co-
operative Bank for payment of projects.
30/R/20 To consider the email received from Came & Co, regarding the Parish Council insurance.
Members noted that Came and Co was requesting confirmation of property valuations and use of
the Parish Council properties. It was agreed that the Co-Clerk Finance would complete the forms as
discussed and return as soon as possible.
31/R/20 To Consider the revision of policies.

It was agreed to recommend the policies for approval at the full Council meeting on the 11th
January 2021.
32/R/20 To review the half year budget figures.
Members will review the budget figures further in January 2021 in preparation for the
Precept application for the financial year of 2021-2022.
33/R/20 To consider the funding proposal from Heighington Bowls Club. Members agreed that there
needed to be further investigation into the use of materials, and that further quotations needed to be
obtained.
There being no further business the meeting closed at 20.25.
