Policy and Resources Minutes September 2020 

A meeting of the Policy and Resources Committee of Heighington Parish Council was held on Monday 28th September 2020 by video conferencing and commenced at 19.30. There was one member of the public in attendance.

Public Participation.

One member of the public expressed concerns regarding the reports that District Councillors proposed to issue prior to a Full Council meeting. As a decision had not been reached by the Parish Council, this would be placed on the Agenda for discussion on the 12th October 2020.

 

8/R/20 Apologies for absence, Declarations of Interest and Requests for Dispensations.

There were no apologies received. There were no Declarations of Interest. There were no Requests for Dispensations.

 

9/R/20 To approve the Clerk’s notes as minutes from the last meeting of the committee.

It was resolved that the Clerks notes from the Policy and Resources Committee Meeting of the   27th July 2020 be approved.

 

10/R/20 Clerk’s Report (for information only.)

• Precept payment of £44510.55 was received on the 25th September 2020.

 

Planning Matters and Tree Works.

Tree work applications for Members consultative comments (taking into account of any correspondence received from local residents).   

11/R/20 20/1237/TPO 11 Lindrick Close Heighington, Lincoln LN4 1TN. T1 Oak-reduce 3m height, 2m width. T2 Maple-reduce 3m height, 2m width. T3 Cherry-reduce 3m height, 2m width. T4 Oak-reduce 3m height, 2m width.  It was resolved to leave the matter to the Tree Protection Officers discretion.

Tree work Decision Notices received from North Kesteven District Council. There were no new Tree Work decision notices for consideration.

Planning applications for Members consultative comments (taking account of any correspondence received from local residents).

12/R/20 20/1158/HOUS 10 Park Lane, Heighington LN4 1RF. Erection of a rear 2 storey and 1st floor extension. Councillors noted that access to online documents regarding this application was proving difficult. If there were comments to make regarding this application, they would be reported directly to North Kesteven District Council.

13/R/20 20/1175/VARCON Greenacres, Bardney Road, Washingborough. Application to remove condition 3 (agricultural occupancy restriction) of N/32/0942/96 for the erection of a bungalow to allow unrestricted occupation of the dwelling. Members had no comments to make regarding this application

14/R/20 20/0773/FUL Jean Mary, Acre Dyke Lane, Branston Booths. Erection of commercial unit, 

Notification received from North Kesteven District Council that the application has been refused.

20/0849/FUL The Willows, Bardney Road, Heighington. Proposed sunroom extension linking the property to the existing Farm Shop. Notification received from North Kesteven District Council that this application has been approved

15/R/20 To discuss the renewal of the PHS contract for the rental of hand driers and sanitation.

            Members agreed to terminate the contract as from the 1st April 2021. Replacement paper towel 

            dispensers and bins would be provided at all the Parish Council sites. 

 

16/R/20 To note details received form the National Joint Council regarding the Local Government 

              Services pay agreement 2020-2021.

             Members noted the pay award of 2.5% from the National Joint Council which came into effect from 

             the 1st April 2020.

17/R/20 To consider the grant application from St. |John’s Church, Washingborough.

            The Parish Council has decided that on this occasion not to award a grant at the moment.

            With both the Church of England and North Kesteven District Council declaring a Climate Emergency it was discussed that a wildlife friendly approach in St. John’s churchyard would 

            be more beneficial to the environment and wondered if this had been considered?

        18/R/20 To Consider the revision of policies.

• Training and Development Policy

• Whistle Blowing Policy

• Working from Home/Lone Worker Policy

  It was agreed to recommend the policies for approval at the full Council meeting on the 12th October 2020.

19/R/20 To review the half year budget figures.

Members will review the budget figures further in October 2020 in preparation for the Precept application for the financial year of 2021-2022.

There being no further business the meeting closed at 20.24.
