A meeting of the Property Services Committee was held on Monday 10th August 2020 via video conferencing and commenced at 19:30 hours.

Public Participation
There were two members of the public present. One member of the public expressed concerns about the use of toilet facilities at Station Road during the current Covid-19 pandemic for the Heighington Football Club. The same member of public also asked if the picnic bench which is currently in storage at Station Road pavilion is due to be sited on one of the fields.
12/F/20 Chairman’s opening remarks and welcome.
The Chairman welcomed those present.
13/F/20 Apologies, Declarations of Interest and Requests for Dispensations.
Apologies: There were no apologies received.
Declarations of Interest: There were no Declarations of Interest.
Requests for Dispensations: There were no Requests for Dispensations.
14/F/20 to approve the Co-Clerks notes from the meeting of the Property Services Committee meeting on Monday 18th May 2020.
The notes having been distributed beforehand were taken as read and approved as minutes of the meeting.
Planning Matters:
• Tree Works received from NKDC
20/1015/TPO 12 Lindrick Close, Heighington. T26 Silver Birch – Crown reduce all round by 3-4m. It was resolved to leave this matter to the discretion of the tree officer.
• Tree Works decision notices received from NKDC
There were no Tree Works decision notices received.
• Planning Applications received from NKDC
20/0849/FUL The Willows, Bardney Road, Heighington. Proposed sunroom extension linking property to existing Farm Shop. Heighington Parish Council considered this application and have no comments to make.

15/F/20 Co-Clerk (Operations) report (for information only).
• To note that Heighington Parish Council have been awarded a Heritage Grant from North Kesteven District Council of £1500.00 towards the costs of the Chapel Lane gateway.
• Repair works to the bus shelter are now complete.
• Urgent repairs have been made to the bench on Station Road recreation ground.
• Maintenance works to the bowling green boundary are now complete.
• The fan in the ladies toilet at Jubilee Hall has now been replaced.
• Signage has been placed on the disabled toilet door informing visitors to alert a member of staff if red light is showing.
• Heighington Parish Council would like to thank the Bowls Club for their donation.
• Sanitising stations have now been put up at all council buildings.
• The deep clean at Jubilee Hall has taken place.
• Lindum Fire Services are to carry out the annual service at Jubilee Hall and Potterhanworth Road pavilion on 21st September 2020.
• The Parish Council would like to thank the groundsman for weeding and clearing the tennis courts, which are now open for free play tennis.
• Selmec are to carry out the annual boiler service at Jubilee Hall, the yearly lighting inspection & PAT testing at all three sites during September at a cost of £506.00 nett, which we have budgeted for.
• The Bowling green will be having its autumn renovation in mid-September. The cost will be less than £500.00.
16/F/20 To consider replacing the tap in the disabled toilet at Jubilee Hall.
The mixer tap in the disabled toilet is corroding badly and needs replacement. Members resolved to use the quotation of £187.00.
Members were informed that the water bill has been higher than normal due to the ladies’ toilet dripping, it was agreed for this to be fixed with a maximum spend of £100.00.
17/F.20 To receive an update on the S106 monies.
Councillor Buckley-Jones gave a short update to members and agreed that a further update will be given at the next Parish Council meeting on 14th September 2020.
18/F/20 To consider maintenance to the Flagpole.
Members were informed that the flagpole is in need of repainting, after a brief discussion members agreed that quotes should be obtained and considered at the next meeting of the Property Services Committee.
19/F/20 To consider repainting the water hydrants around the village.
Council have been informed that some of the water hydrants in the village are looking worn. It was agreed that Councillor’s would look at the hydrants to see which ones need attention. The Co-Clerk will then obtain quotes for the work to be carried out.
20/F/20 To discuss the maintenance of the football pitches at Potterhanworth Road.
The Parish Council has been approached by the Chairman of HBW football club to ask for a weed and feed treatment on the bottom pitches at Potterhanworth Road, however at the groundsman has alerted the Parish Council to the fact that we have a problem with Chaffer Bugs. It was agreed that quotes be obtained for treatments and that the groundsman will continue to monitor the situation.
21/F/20 To consider replacing the toilet door locks and fitting kick down door stops at Potterhanworth Road pavilion.
Office staff have been informed that the toilets are still being used at Potterhanworth Road pavilion despite being closed due to the Covid-19 pandemic. Concerns were raised by members that unauthorised persons may be entering the building due to the locks having not be changed for many years. It was resolved to monitor the situation and review at the next meeting of the Property Services Committee. Members agreed the fitting of kick down door stops.
22/F/20 To discuss moving the basket/netball equipment from Station Road pavilion to the Parish council container at Potterhanworth Road. It has been noted that basket/netball equipment is being stored in the outside toilet at Station Road pavilion. Members agreed to the equipment being moved to the Parish Council container at Potterhanworth Road to make the toilet more accessible to users while the pavilion is closed.
23/F/20 To receive an update on the re-opening of council buildings.
Councillor Chantler gave an update on the re-opening of Council buildings, much of the work needed to be done including the deep clean of Jubilee hall & signage is now complete. A risk assessment is due to be carried out and the re-opening work party is to meet on 11th August to discuss a possible target date for the reopening of Jubilee Hall. It was agreed that the pavilions remain closed.
24/F/20 To update members on the current property services budget.
Members received a copy of the Property Services budget to date. The Co-Clerk (finance) is happy with the finances at this point.
