January 2020 Minutes
A meeting of the Policy and Resources Committee of Heighington Parish Council was held on Monday 13th January 2020 in the Jubilee Hall, High Street, Heighington and commenced at 19.30.
There was one member of the public in attendance. The parishioner has noted a number of street lights that are not working. This will be reported to FixmyStreet. Parking on grass verges remains a problem although the Parish Council have written to some residents regarding this issue.

The Chairman opened the meeting by welcoming those present.
46/R/19 Apologies for absence, Declarations of Interest and Requests for Dispensations.
Apologies for absence were received from Councillor Rushby and Councillor Sockell.
There were no declarations of interest and no requests for dispensations.
47/R/19 To approve the Clerks notes as minutes from the last meeting of the committee.
It was resolved that the Clerks notes from the Policy and Resources Committee Meeting of the 2nd December 2019 be approved.

Undertaking of channel improvement works to Sandhill Beck incorporating bank reprofiling, pond creation, replacement of culverts, deposition of river gravels and formation of berms and deflectors. Notification received from North Kesteven District Council, the application has been approved.
• 19/1501/LBC Cosy Cottage, High Street, Heighington. Replace 5 traditional sash windows and timber French casement. Notification received from North Kesteven District Council, the application has been approved.
• 19/1526/HOUS 9 Garratt Close, Heighington. Erection of a garden room. Notification received from North Kesteven District Council, the application has been approved.
56/R/19 To review email from Forum Computers Ltd, regarding charges for the Parish Council email system.
Clarification of their charges and any training to be requested from Forum Computers Ltd and reported
to Council once received.
57/R/19 To discuss grass cutting in the Parish for 2020/2021.
An email was received from North Kesteven District Council outlining the areas which will continue to be cut and areas which will no longer be supported by Lincolnshire County Council. Members agreed to approach specialist contractors for a quotation to provide grass cutting to specified areas in the Parish.
58/R/19 To consider the quotations received for the Parish Council’s insurance. Members considered the quotations received and they agreed to recommend Came & Co as the insurance provider for approval at the full Council meeting on the 27th January 2020.
59/R/19 To discuss the potential repairs to the Jubilee Hall Memorial clock in the name of Robert Keith Willey. Members agreed for Councillor Chantler to take the clock into Birds jewellers in Lincoln to obtain a quotation for the repairs.
60/R/19 To consider the further costs for chipping the hedges and trees from Potterhanworth Road.
Members agreed to pay the additional cost of £350.00 for the arboriculture work.
61/R/19 To discuss the Interactive speed sign. Members agreed that the speed sign should be placed on Washingborough Road, Heighington (going out of the village) to record the volume of traffic before Heighington Road is re-opened and Washingborough Road, Washingborough is closed.
62/R/19 Closed Session.
The Chairman moved that the remainder of the business be held in ‘Committee’ and that the public and press be excluded there from for reason that the business to be transacted or advice tendered is of a confidential nature, which could be prejudicial to the public interest to publicise. Members resolved to proceed on that basis, ‘in Committee’.
63/R/19 To review the Budget for 202/2021.
The Co-Clerk’s (Finance) proposed Precept was presented to members. Members agreed to recommend the Precept for 2020/2021 to the full Council meeting on the 27th January 2020.
64/R/19 Staff matters.
Members agreed a set of proposals to take to full Council on the 27th January 2020.
